I have performed elopements at the TOP of the Gateway Arch several times. Depending on the time of year, a group of 5-10 people can get to the top in 15-45 minutes. It is always a good idea to call ahead and let them know of your idea to have an elopement - you may need to have a permit.
Outside on the grounds of the Gateway Arch is the most popular and does not require a permit to use.

"Guests can enjoy a spectacular view while you experience a day you’ll never forget. Vows may be exchanged at the top of the Arch (the Arch will remain open to other guests).
The Gateway Arch grounds provide another great venue for very small weddings. Only very informal ceremonies are allowed on the Arch grounds. Ceremonies may be no longer than 15 minutes. No chairs, tents, or other set-up is allowed on the Gateway Arch grounds.
